Biography

Mr Joffrey CELESTIN-URBAIN, Administrateur général de l'Etat, until then Deputy Director of Bilateral Economic Relations at the Directorate General of the Treasury, was appointed Head of the Strategic Information and Economic Security Department (SISSE) at the Directorate General for Enterprise on 2 October 2018. Born in November 1981 and a graduate of the Institut d'études politiques de Paris, Joffrey CELESTIN-URBAIN was appointed to the Ministry of the Economy, Finance and Industry in 2006, on graduating from ENA ("Simone Veil" class). He was deputy head of the "environment, agriculture" office in the public policy department of the Treasury and economic policy directorate (2006-2009), then deputy secretary general of the Paris Club in the Treasury directorate, before becoming head of the "carbon markets" office in the energy and climate directorate of the Ministry of Ecology, Sustainable Development, Transport and Housing (2009-2010). Technical adviser (major contracts, export financing, foreign trade analysis, bilateral relations with the Middle East and Africa) in the office of Pierre LELLOUCHE, Secretary of State for Foreign Trade (2010-2011), he was promoted to adviser in that office in November 2011. Joffrey CELESTIN-URBAIN was Head of the Environment and Agriculture Office in the Treasury Department from September 2012 to September 2014, when he was appointed Executive Director and Executive Director for France, Spain, Austria, Denmark, Finland, Sweden and Norway on the Board of Directors of the Inter-American Development Bank in Washington (2014-2017).
